S-23 is a dry lager strain; W-34/70 is the standard clean-lager substitute and Wyeast 2206 the estery-lager liquid option.
The difference is character: S-23 leaves more fruit and ester than the neutral W-34/70. If you want the fruitier lager S-23 gives, W-34/70 will read cleaner and plainer; swap the other way only if you actually want the neutral profile.
